SOAR was established in October 2000, with regional faith-based and non-profit organizations to develop targeted programs for low to moderate income individuals and families to maximize their economic, financial or social well-being. SOAR conducted an environmental scan of the northern Cincinnati metropolitan areas and noted that there had been a dramatic growth in the number of low income households residing in smaller communities that have been historically known as Cincinnati ‘first suburbs.’
These communities do not have the social or human service infrastructure to assist these households in meeting their basic needs. For example, local suburban school districts do not provide adequate educational assistance and social system supports that will enable children to have academic success.
SOAR has been working in partnership with one of these local school districts to identify meaningful and culturally appropriate ways to assist these children. SOAR is also working to close the digital divide for children and adults who do not have home computers or are limited in their use of technology.
Since its inception, SOAR has served
over 1000 children and adults through an array of targeted programs and services.

SOAR seeks to support individuals and small businesses in the development of micro-enterprise opportunities. SOAR’s long range goal is the development of small franchise and consumer service industries that offer workforce training and employment opportunities for individuals who have been displaced or chronically unemployed from the labor market.
Community Education There are widening disparities in academic achievement, scholastic completion and pursuit of higher education for children of ethnic and racial minorities. The improvement of educational success for these children in our community is a priority. SOAR offers the following:

KONNECT
Mentoring Support for children
who have incarcerated parents
The Psychology
of Incarceration Training Series
(In partnership with the Sage Learning
Institute)
SOAR is co-sponsoring an intensive training series that
targets those who are currently or formerly incarcerated;
professionals and faith communities who serve the incarcerated and
their families. This training is taught by Khalil Osiris,
an author, college
professor and pastor who spent 15 years of his life in prison.
Building on his professional training and personal experiences as a
formerly incarcerated person, his work focuses on helping people
overcome negative self-talk and self-imposed limitations, which he
says are “common forms of incarceration”.

Technology
Empowerment
The Grand Opening of SOAR's new Community Technology Learning Center , CyberSOAR,
was held Thursday, December 13, 2007 at the Word Family Life Center. The Center provides technology and educational resources
for youth and adults. The Center also serves “start-up” businesses and ministries by serving as a virtual office for their core business functions, e.g., accounting, desk-top publishing and graphic design.
Students from the Winton Woods School District are able to
access web-based study tools for academic testing and other
online coursework.
